Francis Maxwell

Associate

Francis is an Associate based in P&E Law’s Brisbane office, working in the areas of Planning & Environment and Energy & Resources law.

Francis completed a Bachelor of Laws and Bachelor of Arts at University of Sydney, and a Master of Laws (Honours) at University of New South Wales. He previously worked in building and construction law as well as civil litigation, intellectual property law and corporate law.

Francis was drawn to planning and environment and native title issues because of his keen interests in the 21st century challenges of energy and energy transition, housing, environmental protection and resource extraction. Francis is a member of the Climate Conscious Working Group (Planning Institute of Australia).

Outside of work, Francis loves soccer, world politics, music and travel.


  • Advising, negotiating and drafting in relation to categories of assessment, conditions imposed by Council, infrastructure agreements, infrastructure charges, minor change applications, and enforcement notices.
  • Advising and acting for clients in the Planning and Environment Court and Queensland Court of Appeal appealing against refusal or imposition of conditions, including negotiating settlement.
  • Advising landholders on, drafting and negotiating licences, heads of agreement, options, easements, leases and transaction documents with solar, wind and BESS project proponents
  • Drafting, negotiating and advising landholders on energy and resources projects, including conduct and compensation agreements, alternative arrangements for environmental authorities, make good agreements relating to water bores, and easements.
